Caption from The Recorder: Debra Ralston (left) of the Highland Oil Company in Monterey presents a check for $1,000 for the library building fund to Gwen Bowen of the Highland County Public Library. The check represents a donation by owner Larry Watson, Jr., of Alexandria of the 1/2 cent per gallon on all home heating oil sold by the firm between October 1985 and June 1986. The presentation was made Tuesday on the library site, where construction has already begun. About two-thirds of the $105,000 needed for the facility has been raised.
